Samantha began her supply chain journey as a Trainmaster with the BNSF Railway after graduating from Villanova University. She had a 13-year career with the Railroad as Director of Ports, liaising between the railroad and ports across the network while earning a Master’s in Global Supply Chain from the University of Southern California.
She then joined the Port of Long Beach, leading the Commercial Operations Bureau and its three divisions: Business Development, Tenant Services and Operations, and Security Services divisions. Collaborating with the three division directors, customers and industry partners, Samantha’s focus was to drive efficiencies and optimize the supply chain to build on the Port’s value proposition of operational excellence and world-class customer service.
Before joining InductEV, Samantha led the Commercial Operations team at Fleetzero, helping to lead the decarbonization of ocean shipping through a world class marine battery pack and battery-electric ship. At InductEV, she leads the Operations team inclusive of supply chain, customer success, and manufacturing.

As the President of TOTE Maritime Alaska, Alex Hofeling manages all commercial and operational activities for TOTE Group’s carrier company serving the Alaska trade. Hofeling joined TOTE Maritime Alaska in 2013 as Regional Sales Manager until being promoted to General Manager in 2018. Previously, Hofeling served as the Vice President and General Manager of TOTE Maritime Alaska in Anchorage, working closely with customers, communities, public officials, labor interests and others to fulfill the commitment to serving those in the 49th state. Hofeling holds a bachelor’s degree in Business Administration and Finance from the University of Washington, and a master’s degree in Business Administration from Seattle University.

John Wolfe is chief executive officer of The Northwest Seaport Alliance (NWSA). He sets the organization’s vision and strategy, and guides the NWSA’s unique customer-focused culture. Wolfe also served as the CEO of the Port of Tacoma, a position he held from 2010 to 2019. Before being named CEO, he had served as the Port of Tacoma’s deputy executive director since June 2005. Prior to joining the Port of Tacoma, Wolfe served for two years as the executive director of the Port of Olympia, and before that as Olympia’s director of operations and marine terminal general manager. Wolfe also spent 10 years with Maersk Sealand/APM Terminals in Tacoma, most recently as the terminal’s operations manager. He is on the boards of the American Association of Port Authorities (AAPA), Executive Council for a Greater Tacoma, Tacoma-Pierce County Chamber of Commerce, the Washington State Fair Board, Federal Maritime Commission’s Export Innovation Team and Maritime Innovation Advisory Council for the Department of Commerce. Wolfe is also an executive board member of the Economic Development Board for Tacoma-Pierce County. Wolfe earned a bachelor’s degree in business administration from Pacific Lutheran University. Congresswoman Marilyn Strickland proudly represents Washington’s 10th Congressional District. Born in Seoul, South Korea, Strickland is the first African-American to represent Washington State and the Pacific Northwest at the federal level, and one of the first Korean-American women elected to Congress. As the daughter of a veteran and a former Mayor, Strickland brings a deep-seated passion for service and the experience of rebuilding a recession-era economy to her work on the Transportation and Infrastructure Committee and House Armed Services Committee.
She is a Member of both the Congressional Black Caucus (CBC) and Congressional Asian Pacific American Caucus (CAPAC). She came to Congress to ensure that big government works for the South Sound and serve as a voice for traditionally underrepresented communities as we rebuild an economy that works for all of us. Strickland resides in Tacoma, Washington with her husband, Patrick.

Dr. Richard Strand is the current President of the National Defense Transportation Association (NDTA) for Washington State. With over 130 members, representing a mix of military (active and retired), Department of Defense Civilians and industry-wide representatives, NDTA is focused on developing the kind of partnerships that best serve to support and sustain military operations locally, nationally, and globally in both peace and war.
Throughout his 30 years of active Army service, Richard was both a student and practitioner of the process for developing and applying US national security strategy. The Puget Sound Chapter of NDTA recently hosted a very successful Summer Leadership Academy here in Tacoma where Dr Strand was featured as a keynote speaker. We are pleased to welcome Richard, also an active member of both the Tacoma and Seattle Transpiration Clubs, to speak to us today on the topic of our National Security Strategy–Issues and Interests.
